The maintenance was finished and the server moved to the chinese datacenter.
Old PvE and a new PvP server are open now. We've deactivated all remaining characters on PvX, so your character slots should be free again.
If you notice any errors please open a support ticket. 
PS: Make sure to download the latest patch from the account page.
